How is it, that one of your rules to submit to this group is "Request Critique" must be turned on on your deviation" but most of submitted deviations do not request critique?

Nature: [link] [link] [link]
Conceptual: [link] [link] [link]

And so on.. I just took the first three of these categories and none of them allows to write a critique. Remove the rule or stick to it

Was wondering the same thing. I think the reality is that people don't actually want critique, they want to be told that the sun shines out of their arse. :)

Yep.. They just want to hear that they're perfect and shouldn't change anything.
I know that my photos are not best in the world and I'd like to get some helpful critiques to improve my skills but all I get is faves and "That's nice"-comments... Think they don't even do this, because they like my pictures. They just want me to comment the same shit on their works.

I am afraid you are right. I joined DA to improve my skills not to verify my genius. I see people pulling the lever for favorites the way like Dr. Skinner’s rats used to do to get rat pellets. At least a rat pellet has nutritional value.

Just playing devil's advocate a bit, since I think your view of people not actually wanting criticism is probably correct more often than not, but the "Request Critique" option is only for premium members, and I doubt the rules are meant to exclude non-premium members.
